What is the meaning of l'usine à gaz ?

I think it means a large factory. Is this correct?

Is it usually used in a derogatory context….


Literally it means….A Gaz factory….(in the sense really complex piping…ots of hot air).

So it means over-complicating something and creating a whole load of rubbish….
